Opening of the professional seminar of JURISAI’s CBC in Dakar

The professional seminar on "Competency management for the professionals of jurisdictional functions: challenges and perspectives", organized by the Court of Accounts of Senegal and the Capacity-Building Committee of the Organization of Supreme Audit Institutions with Jurisdictional Functions (JURISAI), officially opened on 21 July 2026 in Dakar.
In his welcome address at the opening ceremony, Mr. Abdoul Madjib GUEYE, First President of the Court of Accounts of Senegal, emphasized that the choice of the seminar's theme was no coincidence. According to the First President, "The legitimacy of a Supreme Audit Institution vested with jurisdictional powers rests, above all, on competent women and men, working through high-quality processes within a thoroughly professional institution." He added that "the management of the competencies of financial judges is not a peripheral issue; it lies at the very heart of the credibility and effectiveness of our institutions."
For her part, Ms. Emmanuelle BOREL, Presiding Judge at the French Court of Accounts and representative of the JURISAI Presidency, welcomed the organization of the seminar. She stressed that "competency management can no longer be regarded as a purely administrative function; it has become a genuine strategic lever for the governance of Supreme Audit Institutions."
The professional seminar, which concludes on 22 July, is organized in the framework of implementing the 2026 action plan of JURISAI’s Capacity-Building Committee, currently chaired by the Court of Accounts of Senegal.
30 Supreme Audit Institutions are participating in the Dakar proceedings.
