Our Gouvernance

JURISAI’s governance bodies include its General Assembly, the Presidency, the Steering Committee and a General Secretariat.

General Assembly

The General Assembly is JURISAI’s supreme decision-making body. It is the major body with the final responsibility for promoting collaboration and cooperation among JURISAI members and strengthening their role and value within the international community of SAIs.

Composed of the leaders or representatives of full member SAIs, it meets every three years to define the strategic direction of the organization, approve key documents such as the Strategic Plan and elect members of the Governing Board.

It is empowered in particular to:

  • Adopt and amend JURISAI’s Statutes;
  • Approve JURISAI’s three-year Strategic Plan;
  • Create committees and appoint their respective chairpersons;
  • Approve the triennial budgets, reports and audited financial statements;
  • Designate the SAI to host the next General Assembly, elect the three members of the Governing Board and the Secretary-General, and appoint the auditors of the Organization.

PRESIDENCY

The overall mission of the Presidency of JURISAI is to provide the general direction of the Organization in order to contribute to the achievement of the aims and objectives of the Organization.

This is carried out by the President of the SAI hosting the General Assembly, who chairs the Governing Board until the next ordinary General Assembly. His or her main responsibilities include chairing meetings, representing the Organization, and encouraging best practices related to the Organization’s core missions and their adoption by member SAIs.

The presidency of JURISAI is currently held by the Court of Auditors of the French Republic.

Governing Board

The Governing Board is the administrative body of the Organization, ensuring that its activities correspond to the needs of its members and the objectives set out in its strategic plan, and leading the stewardship of the Organization and ensuring the continuity of its activities between General Assemblies.

This committee, which meets every year, has the following missions:

  • Take all necessary measures to implement the resolutions of the General Assemblies;
  • Review and approve JURISAI’s strategic plan before its adoption by the GA and ensure its implementation;
  • Approve the terms of reference of the committees and the regulations of the Organization;
  • Ensure that the Organization operates effectively and efficiently, with appropriate systems of governance, accountability and financial management.

The Steering Committee is currently composed of the following members:

  • The French Court of Auditors (President of the Organization);
  • The Portuguese Court of Auditors (First Vice-President);
  • The Federal Court of Auditors of Brazil (Second Vice-President and President of the Finance, Administration and Communication Committee);
  • The Moroccan Court of Auditors (Secretary General);
  • The SAIs of Angola, Djibouti, Spain and Mauritania (as members elected by the General Assembly);
  • The Courts of Auditors of Italy and Senegal (Chairs of standing committees, as observers).

General Secretariat

The General Secretariat is responsible for the day-to-day management of JURISAI and supporting its bodies in carrying out their activities. Its role includes ensuring the general coordination of the organization’s activities, managing administrative tasks, reporting and maintaining communication with members and external stakeholders.

This body, which is run by a full member elected by the General Assembly for a renewable term of six (6) years, is in particular in charge of:

  • Developing and implementing policies and procedures;
  • Preparing and submitting the three-year budget project to the Governing Board and submitting to it each year an updated budget plan for the current and following calendar years as well as the financial statements;
  • Building and maintaining relations with external stakeholders, including other INTOSAI organizations.
