I am proud to present the website of JURISAI, our organization of Supreme Audit Institutions vested with jurisdictional competences.

In 2015, about ten Supreme Audit Institutions (SAIs), gathered in Paris, signed a joint declaration in which they adopted a roadmap and laid the foundations for an initial organization, bringing together 44 SAIs, which we called the “Forum of Jurisdictional Supreme Audit Institutions”.

In 10 years, through regular annual meetings, we have made many advances: a professional pronouncement setting out precisely the twelve principles of SAIs with jurisdictional function, INTOSAI P-50, a draft set of guidelines of best practices and an “advocacy” on the benefits of the SAIs with jurisdictional functions. All these documents are available on this website.

In 2024, the Forum took a new direction, turning into a formalized organization intended to be a related entity of the international organization of Supreme Audit Institutions, INTOSAI. Its name? JURISAI. And after two working meetings in Rabat, on the initiative of the Moroccan Court of Audit, JURISAI held its constitutive General Assembly in Paris in October 2024.

All SAIs perform controls or audits: they improve the financial governance of States, inform political decision-making through their observations or recommendations and provide citizens with rigorous information on the use of public funds. However, SAIs with a jurisdictional mandate also have a power of their own: the power to impose sanctions for misconduct by public managers or for the damage they have caused, following a contentious procedure that respects the rights of the defense.

In detail, the way they are organized, their procedures and the precise nature of their jurisdictional remit differ from one country to another, but what unites them is stronger than what distinguishes them, since they are endowed by law with a remit that gives full meaning to the notion of accountability of those who commit and manage public funds.
