Distinguished Participation of JURISAI in the INCOSAI-XXV

JURISAI made a distinguished contribution to the 25th Congress of INTOSAI, held in Sharm El-Sheikh, Egypt, from 27 to 31 October 2025. The jurisdictional model of Supreme Audit Institutions was prominently featured during this major event of the international community of SAIs, through various activities organized by JURISAI.
JURISAI’s contribution to enriching the discussions on the Congress’s technical theme, dedicated to “the role of SAIs in auditing government activities during financial and economic crises,” was concretized through the organization of a side event seminar on “the role of jurisdictional SAIs in ensuring public managers’ accountability in times of crisis.” Chaired and animated by Presidents and senior officials of SAIs representing various INTOSAI regions, this side event provided an opportunity to highlight the added value of jurisdictional control in crisis contexts characterized by urgency, complexity of public decision-making, and heightened accountability requirements. The discussions particularly addressed:
- the essential complementarity between audit work and the jurisdictional functions in times of crisis;
- the importance, for jurisdictional SAIs, of giving due attention—within crisis contexts—to the integration of fraud and mismanagement risks and to the reliability of financial reporting, which tends to be of lesser quality in such periods;
- the precautions to be observed in determining and individualizing sanctions, considering the specific patterns of public decision-making during crises.
Also, on the sidelines of INCOSAI, JURISAI held an Extraordinary General Assembly on 30 October 2025, which resulted in the admission of 10 new members -bringing the total to 43 member SAIs-as well as the approval of the Organization’s Financial Regulations and three-year budget. The action plans of the Commissions and the General Secretariat were also presented, along with an overview of the institutional implications of JURISAI’s integration as an affiliated entity within INTOSAI.
Throughout the Congress, JURISAI held an institutional stand conceived as a space for information sharing, dialogue, and outreach activities. Through visual materials, specialized publications, educational content, and direct interactions with delegations, the stand helped to further publicize this new organization and its work, outreach for new members and promote the jurisdictional model of SAIs.
The highlight of INCOSAI for JURISAI was, indisputably, its integration as a related entity of INTOSAI, following the Assembly’s favorable vote on the amendment of Article 3.3 of the INTOSAI Statutes.
