Development of a guide for the clerks of SAI of states members of WAEMU

The Court of Accounts of WAEMU has organized in Dakar, on May 18-22, 2026, under the aegis of the Court of Accounts of Senegal, the first meeting of the Technical Committee entrusted with drafting a standardized practical guide on the organization and functioning of clerks in Financial Jurisdictions of the Union’s member States. The meeting has brought together delegates appointed by national Courts of Accounts of member states and the Court of Account of WAEMU alongside the participation of a resource person from the Court of Accounts of the Kingdom of Morocco known for her expertise in organizing and modernizing clerk offices.

The initiative aims to standardize clerk’s office practices to overcome shortcomings of record management and paperless procedures. It is also part of the implementation process of the recommendations issued in the 26th annual statutory meeting of the presidents of the Courts of Accounts and judges of the Union’s Courts of Accounts held in July 2025 in Ouagadougou.

The Committee’s technical secretary is undertaken by the Court of Accounts of WAEMU, which supervises the process, coordinates contributions and ensures methodology coherence.

During the meeting, four operational objectives have been set:

  • Share and analyze applicable legal, organizational and procedural frameworks in each jurisdiction;
  • Identify gaps in practices, convergence points and transferrable best practices;
  • Set methodological priorities and decide on the Committee’s action plan;
  • Start the drafting of preliminary structured draft of the guide.

Following the proceedings of the Technical Committee, a guide draft will be submitted for review and adoption during the next statutory meeting of the presidents of the Courts of Accounts of WAEMU region.

JURISAI supports this initiative aiming to pool best practices, professionalize clerks and upgrade procedures for the good of all juridisctional SAIs.
